Virtual University of Medical Sciences
Part of the University’s Statute

Today education along with the use of information technology and communication in higher education in general, and medical education in particular, faces important challenges. Changes in health care systems and the advances in Medicine, together they increase the level of the services of the faculty members in different fields and as a result it leads in the reduction of time in education. The importance of developing information technology and communication is so much that after the first decade of 21st century, there are a few education and research activities that are possible without internet and computer communication. If education had only been possible by teachers and trainers and books had been considered as the main source of education in the past, today the new communicative instruments and environments would be used for education. Internet, multimedia, communicative technologies have projected tools and new methods for developers, planners, managers and representatives. The dissemination of new information technologies to education centers has changed the process of learning and the traditional learning styles varied, besides, users have faced vast new information. Several of the pioneering countries in the field of telecommunication have been establishing and running virtual universities and classrooms or developing their traditional principles. It seems that virtual academic education, providing developing appropriate educational content and assessment, is a successful and productive system. Using this brand new educational method as one of the pretty cost-effective educational methods specially in higher education is increasing in Iran.
Virtual University of Medical Sciences that its statute has been developed after analyzing the virtual universities in the world has two main missions. One is running and developing special virtual education majors such as Electronic Learning in Medical Sciences, Psychology of Health of Cyberspace, Medical Ethics in Cyberspace, Electronic Health and…. This university has special educational group for each of these majors as well as faculty members and accepts students in different levels of education. Another is helping to perform virtual education science in universities of medical education and developing necessary infrastructures and performing standard electronic contents to all the universities in the country. The Virtual University of Medical Sciences does not have distinctive faculty members for these class of majors and makes use of faculty members of other universities as a double affiliation.

Article 1: Mission

The Virtual University of Medical Sciences which henceforth is called University in this statute has a significant role in promoting education, research, production and spreading science and the boarders of medical science in cyberspace area, in addition to the fact that it has been established for an unlimited period.

Article 2: Objectives

A) Identifying and recruiting the faculty members of virtual schools and virtual education centers of other universities of medical sciences as double affiliate members in the country.
B) Collaborating in developing lesson plans, running majors related to virtual education and accepting students in collaboration with virtual schools and virtual education centers of other universities of medical sciences.
C) Training expert human resources in sciences related to virtual education.
D) Collaborating in training expert and dedicated researchers in the required scientific majors of the universities and higher education and research centers in virtual and blended formats in short term courses resulting in issuance of certificates.
E) Performing hardware and software platform along with rich volume of electronic contents to the universities of the country.
F) Scientific and technical cooperation with virtual schools and virtual education centers of other universities of medical sciences in the country.

Article 3: The values

A) The priority of edification on teaching
B) Matching educational and research programs with the needs, educational provisions, economical, social and cultural circumstances.
C) Taking benefit of dedicated skilled and professional professors for the purposes of analyzing, studying, and assessing in sciences related to virtual learning.
D) Cooperating and supporting virtual schools and virtual learning centers of other universities of medical sciences in the country.

Article 4: Legal status

A) The university has legal personality and affiliation with the Ministry of Health and Medical Education and in terms of administration and financial regulation the University is subject to the regulations of this Ministry and Supreme Council of Cultural Revolution, moreover, its funding will be paid under the supervision of the envisioned Ministry.
B) The headquarters of the University is in Tehran and the establishment of its branches both nationwide and internationally is subject to the approval of the council of the university as well as the Board of Trustees of the University and within the framework of the rules and regulations of the country.

Article 5: Responsibilities

A) Developing lesson plan, accepting students, training expert human resources and dedicated researchers in the required scientific majors and higher education and research centers related to cyberspace in bachelor, master and PhD levels in the majors related to cyberspace along with development of using cyberspace in the world in collaboration with the virtual schools and other universities of medical sciences in the country.
B) Performing appropriate hardware and software platform to the universities of the country for developing virtual education.
C) Producing and performing electronic contents in collaboration with the prominent faculty members of the universities all over the country of the lessons from the Medical Sciences majors and performing them to the universities of medical sciences in appropriate software platform in a form of educational aid in collaboration with virtual schools and virtual learning centers of other universities of medical sciences in the country.
D) Doing research activities including the approval and implementation of research plans in different virtual learning areas, electronic and distant education, electronic health including fundamental research, fundamental-applied, developmental, technological, software and hardware, clinical, epidemiological, sociological, behavioral, and doing research in Health Services Research (HSR) as well as other related sciences to virtual learning.
E) Computer technology services including implementing and providing requirement and hardware and software infrastructures for performing different education and research services virtually from various Learning Management System, Massive Open Online Courses, Learning Content Management System, Course Management System, Information Management System, software and systems and intermediate portals, Interface, Software related to Simulation, software related to Virtual Environments and Patients and …to the required hardware that are prepared either by the university or by outsourcing which are done in collaboration with the virtual schools and virtual learning centers of other universities of medical sciences in the country.
F) Creating scientific connection in order to perform educational, research and consulting services to people, scientific centers, governmental organizations, private sectors inside and outside the country, transferring students and professors, running cooperative research plans and alike according to the regulations of the university.

Article 6: University sections

A) The sections of the university consist of:
1. Board of Trustees
2. University Council
3. University President
4. Faculties
5. Education Departments

B) The Board of Trustees includes:
1. The Minister of Health and Medical Education
2. University President
3. Eight number of scientific figures in different Medical Sciences and Virtual majors who are introduced the to the Supreme Council of Cultural Revolution by the Minister, they take the responsibility of Board Members for 5 years.
Note: The commissions of the member of part 3 will be issued by the Chairman of the Supreme Council of Cultural Revolution and their reinduction is of no limit.

C) The duties of the Board of Trustees include:
1. Determining the general policy of the university
2. Approving the principles of developing plans of the university
3. Approving the annual budget of the university and the subsidiary institutions which are suggested by the University President and submit it to the relevant authorities.
4. Realizing the necessity of establishing education levels, new faculties, research and scientific subsidiary institutions and suggesting them to the relevant authorities.
5. Analyzing the annual report of the University President and making decisions for solving problems and inadequacies and better improvement.
6. Approving university organizations within the regulations framework.
7. Supervising the educational, research, financial and administrative affairs of the university
8. Analyzing the issues that are necessary to state from the University President’s point of view
9. Accepting the donations and favors from real and legal characters either in cash or non-cash
10. Making decisions about the way of connecting to foreign universities, scientific and cultural international institutions within country’s regulations

D) The University Council includes:
1. The University President who is the Chairman of the Council
2. University Deputies
3. Deans of faculties, scientific and research centers and institutions which are dependent to University except the faculties
4. The Chief of the institution of the Supreme Leader's Representation at University
5. Two faculty members who are the member of the Education Council and two faculty members who are the member of the Research Council of University by the selection of the envisioned council
6. Three deans of the virtual schools of other universities of medical sciences at most that are chosen by the University President in accordance with the Deputy of Education of the Ministry of Health and Medical Education
7. Three faculty members from virtual schools and virtual learning centers from other universities of medical sciences who have affiliation to faculty members of the university chosen by the University President

E) The responsibilities of the University Council include: 1. Suggesting relevant authorities to run new education and research based majors related to cyberspace sciences
2. Approving the students’ admission capacity in the above-mentioned majors within the framework of regulations
3. Planning and approving the strategic plans and supervising the administration of performing software services related to virtual education to other universities
4. Planning and approving the strategic plans and supervising the administration of performing standard electronic content in collaboration with other universities of medical sciences
5. Analyzing the comprehensive proposal and developing plans of the university and suggesting them to the Board of Trustees
6. Approving special educational and research principles within the general regulations
7. Planning for collaboration and cooperation with virtual schools and virtual education centers of the other universities of medical sciences in the country
8. Reviewing the University President’s suggestions

F) Administrating all the University issues and representation of the universities in official and informal authorities are by the University President, which has been suggested by the Minister of Health and Medical Education, approved and determined by the Supreme Council of Cultural Revolution, and finally induced by the commission of the Minister of Health and Medical Education

G) The University has the following Deputies:
1. Deputy of University Affairs
2. Deputy of Infrastructures
3. Deputy of International Affairs
4. Deputy of Management Development and Resource Planning

Note: Any change in the University’s Organizations, comprehensive task description and the number of deputies will be determined according to the associated regulations and the approval of the Board of Trustees. This statute, with 12 articles and 4 notes, was approved by the Council of Expanding Medical Sciences Universities of the country in 21/04/94.
